Dover Square was dedicated as a public reserve on the 17th of August 1884. Councillor Jeffreys, soon to become Mayor of Brighton, had persuaded a number of landowners to donate a small part of their land for the park.
They may well have been motivated by the lure of profit from land development, however they were to be disappointed because Brighton as a whole remained an essentially rural community until well into the twentieth century.
